أثر الاستثمار الأجنبي المباشر على البطالة في السودان

Abstract

المستخلص تناولت الدراسة أثر الاستثمار الاجنبي المباشر على معدلات البطالة في السودان و هدفت الى التعرف علىمدى مساهمة الأستثمار الاجنبي المباشر في تخفيض معدلات البطالة . وتمثلت مشكلة الدراسة في السؤال : ما مدى مساهمة الاستثمار الأجنبي المباشر في تخفيض معدلات البطالة في السودان؟ اعتمدت الدراسة على المنهج الوصفي التحليلي، إضافة إلى الاستعانة بالأساليب و البرامج الإحصائية منها برنامج Eviews لدراسة العلاقة بين معدلات الاستثمار الأجنبي المباشر و معدلات البطالة في السودان خلال فترة الدراسة . توصلت الدراسة الى النتائج الاتية :أن الاستثمار الاجنبي يؤدي الى زيادة البطالة في السودان لأن المستثمرون الاجانب والمؤسسات الاستثمارية الاجنبية تستخدم موظفين وعمالة من بلادها للعمل في مشروعاتها الاستثمارية في السودان , وان السياسات التعليمية في السودان غير متوافقة مع متطلبات سوق العمل . كما توصي الدراسة بان على وزارة الاستثمار السودانية ان تنظر فيما يخص التشغيل والعمالة في المشروعات الاستثمارية الاجنبية حيث اوضحت الدراسة ان الاستثمار الاجنبي المباشر يزيد من البطالة في السودان , و ضرورة التنسيق بين وزارة التعليم العالي ووزارة العمل لتصبح السياسات التعليمية والمناهج مواكبة لمتطلبات سوق العمل في السودان .

Abstract: This study aims to investigate the impact of Forein Direct Investement on the unemployment rate in the Sudan, it aimedatidentifying the extent of foreign direct investment contribution in reducingunemployment. The study addressed the problem in the following question: Whatis the extent of foreign direct investment contribution in reducingunemployment in the Sudan? The studyrelied on a descriptive and analyticalapproach, in addition to the use of statisticalmethods and programs, includingEviews program to study the relationshipbetweenforeign direct investment and unemployment rates in the Sudanduring the studyperiod. The study found out that foreign investment leads to increased unemployment in the Sudan because the foreign investors and institutional investors using foreign staff and workers of the country to work in investment projects in Sudan, And educational policies in Sudan are not compatible with the labor marketrequirements. . The study recommendsthe following : the Sudanese Ministry of Investment should consider with respect to operating and employment in foreign investment projectswhere the study showedthatforeign direct investment increase sunemployment in the Sudan, and the need for coordination between the Ministry of Higher Education and Ministry of Labour to be made the educational policies and curricula keep pace with the requirements of the labormarket in Sudan.
