Abstract:
تهدف هذه الورقة إلى تسليط الضوء على نظام البوتB.O.T (نظام البناء والتشغيل ونقل الملكية) وما يتفرع عنه من عقود،وإبراز تجارب إقليمية ودولية أُستخدم فيها هذا النظام على المستويين المركزي والمحلي،كما تهدف إلى دراسة مدى إمكانية استخدامه كأداة للتمويل وجذب الاستثمارات الوطنية والأجنبية لمحلية الدويم.
وتظهر الدراسة عدة نتائج من أهمها:
أن هنالك تقبل كبير لتطبيق البورت (BOT) بمحلية الدويم وللتنفيذ الناجح وبناء خبرة محلية كافية في المجالات التعاقدية للنظام، وإجراء إصلاحات مستقلة وناجحة كمتطلب لنجاح نظام البوت.
وأهمالتوصيات:
الاهتمامبنظام البوت في تنفيذ العديد من المشروعات.
Abstract:
This study examined the feasibility of implementing Build, Operate, and Transfer Delivery system in White Nile State,(Edduiem Locality), in addition the study identifies appropriate types of Construction projects,which could be possible implemented through BOT system.
The content and literature analysis was employed to study the feasibility of BOT in Edduiem ,the study looks at issues that have positive impact on the adopting of BOT .
The study showsseveral results; the most important of them are that acceptance that there is great expectant for application of BOT in Edduiem locality, and for successfully and the most important recommendations is there should be caring the system (BOD) to implement serval projects implementation, and building sufficient local expertise in contractual aspects of BOT, and establishment of independent regular and tariff reform are prerequisite for success of BOT.
