Abstract:
The study deals with the role of the state in directing and
distributing zakat funds fairly between legitimacy and realism. The
problem of the study lies in the government’s direct intervention in
directing and distributing zakat funds in order for a radical change
to occur in society instead of directing it to work and political
programs. Zakat in societies, and their material and economic
conditions change so that they become the payers of zakat, and the distribution of zakat funds is in line with legitimacy and realism.
The study highlights the importance of studying and providing
prosperity and economic well-being, providing decent livelihoods,
and working on directing and distributing Zakat money fairly, and
making it play an economic and social role. The study also aims to
know the government’s passive role in distributing and directing
zakat funds in developing the development of poor societies, its
role in promoting production, projects and investment producing
poor and needy families, and its role in social aspects and linking
it to the social fabric symbiotic and eliminating class differences.
The study assumed the following hypotheses: There is a significant
relationship between the role of the state and directing and
distributing zakat funds according to specific priorities stipulated
in the true law. There is a significant relationship between the role
of the state and economic development in themost needy societies.
There is a significant relationship between the role of the state and
the distribution of productive projects to regions. The study used
the historical, descriptive, analytical, and theoretical approach for
actual realistic data. Through the study and analysis of the data
from the reality of real observation and practical observation, the
study confirmed the following results: The study proved that the
state undertakes flawed interventions that are inconsistent with the
legitimate banks mentioned by God in his noble book, with a clear
text that does not accept diligence, interpretation and distortion,
as the government used to direct zakat funds in other than specific
banks, rather it was directed to implement political programs,
pay debts and treat leaders of political elites, which negatively
affects I have to fight poverty. The study proves that government
interference takes away the legitimate side, takes into account the political interests of the state and those with political influence, and
marginalizes the deserving banks to give to those who do not own
those who do not deserve, and consequently this results in injustice,
credibility and realism. The study has proven through evidence and
evidence that there is a negative role for the government in directing
and deviating the path of distributing Zakat in which neither the
Sharia nor realistic standards are applied. From the results of the
results, the study reached the following recommendations: The
government must not directly intervene that causes the imbalance
and apparent deviation in the fair distribution process that takes
into account legitimacy and realism. Elites and political leaders
not interfere in distributing zakat money and using their influence.
The government should not direct zakat money into political work,
the payment of blood money, and political programs that serve
the interests of the government and win the public’s approval in
general. The Zakat Bureau should develop plans and strategies for
distribution that do not conflict with the specific Sharia provisions
mentioned in the Holy Book that achieve justice and balanced
development. The government should separate the Zakat bureau
as an independent and autonomous body in order to perform its
legitimate and realistic role without bias or favoritism.
